The Human Capital and Training Solutions Unrestricted is a Government-Wide, Multiple Award, Indefinite-Delivery, Indefinite-Quantity (MA-IDIQ) task order contract vehicle that is the result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA) in support of OPM’s Training and Management Assistance (TMA) program. HCaTS provides Federal agencies with direct access and assisted acquisition access to customized training and development services, customized human capital strategy services, and customized organizational performance improvement services. HCaTS Unrestricted has been categorized as a best-in-class (BIC) solution for Human Capital and Training Solutions since 2017. BIC contracts are recognized as being “good-for-government” purchasing solutions.
