Senior Principal
Jim Hawkins joined Dynamis in June 2019 as a Senior Principal for Emergency Management and for Huntsville, Alabama operations. He brings over 30 years of leadership experience with emergency management, homeland security and national defense expertise. Jim has extensive experience working and leading under pressure in fast-paced, high stress environments including major natural disasters and overseas contingency operations.
Most recently, Jim served as the Governor’s Interagency Coordinator for Alabama’s COVID-19 Response from March, 2020 until June, 2020. He was responsible for coordinating the activities of Alabama’s government agencies in the COVID-19 response, including, Alabama Department of Public Health, Alabama Emergency Management Agency, Alabama Forestry Commission and the Alabama National Guard.
Jim’s final military assignment was as the Director of Military Support and J3/5/7 for the Alabama National Guard in Montgomery, Alabama. In that position, he coordinated and oversaw civil support operations for the Alabama National Guard. Additional responsibilities included management of the state’s Anti-Terrorism / Force Protection, Operational Security and Physical Security programs. Additionally, he served as the State Provost Marshal and coordinated Alabama’s partnership with Romania in the State Partnership Program.
Jim has extensive experience in civil support operations, having served in over 40 state or federally declared disaster response operations. A nationally recognized authority on Defense Support of Civil Authorities and Homeland Security, he was a frequent guest instructor at Air University at Maxwell, AFB and at USNORTHCOM. He also served two years as the Chairman of the National J3/7 Functional Advisory Committee to the National Guard Bureau.
Jim graduated with honors from Athens State University, in Athens, Alabama. Highlights of his military education include the Combined Armed Services Staff School, Command and General Staff College, the DOD Defense Support of Civil Authorities Course, the Executive Joint Domestic Operations Course, the Joint Task Force Commander Course and the Dual-Status Commander Qualification Course. He completed the Harvard University, John F. Kennedy School of Government, Executive Education Leadership in Homeland Security program. Jim is also a Distinguished Graduate of the U.S. Army War College where he earned a Master of Strategic Studies.
